Once again we are experiencing outrageous delays, this time with the state department. Since it became apparent that Humana is in no hurry to help our mom receive care, we have since filed a medical repatriation loan through Senator Murray’s office mid November. Last week on Monday we were told that “looks like we will be able to get her home today or tomorrow” by the Embassy. By Tuesday the Consulate reported experiencing a delay they were hoping would be resolved Wednesday. Thursday we were notified by the Consulate that the State Department was stepping beyond their purview and asking for medical records and more letters of medical necessity, which were all submitted with our loan application in November, 100’s of pages were submitted to support their 2 page loan document. This is a LOAN! When you go to the bank to get a car loan, they don’t ask you why you need a new car! This is well beyond their limits as they are not medical doctors able to determine medical necessity and actually goes outside of their own Foreign Affairs Manual (FAM). It even states in their manual that a US citizen in a coma or persistent vegetative state must be returned to the US for care.
